Styrofoam cone
Straight pins
Individually wrapped candies
Ribbon

Attach candy with straight pins to the Styrofoam cone starting at the base. Overlap the upper rows of candy onto the lower rows, enough to cover the pins. Put a bow on top of the tree with a pin.
